Frontend Service: Add a PlayVideo method.

This takes a video Id and UseBookmark option.

UseBookmark will default to false, in which case the frontend will not
prompt to use any existing bookmark. If true, the user will be prompted
on the frontend - which needs fixing, as true should be interpreted as
play from bookmark.
