Add an error on use of mythcommflag --rebuild --file

This used to be a valid commandline, but with recent changes, it no longer is.
This in and of itself is not an issue, but the behavior changed with no warning
and will catch people by surprise as now it would essentially ignore the
--rebuild completely and do a commflag run on the file.  Instead, let's just
state the error and quit.
