I don't see this with nvdec active, Fedora 30, dcc3d8f, but it's there 
with standard decoding, High quality interlacers with no boxes ticked.

The el7 report above was with Standard decoder, opengl render and, 
again, HQ deinterlace with no ticks.  Decisions, decisions...
