Use the latest packaging github repo?  If you choose to
fork, you are on your own to support future changes,
or to choose to cherry pick.  The changes to the
packaging repo was made back when master was
changed to require the external development libs,
and while I have not run a master build on el7 for a
bit, it did work at that time.
