FYI: it looks like going across setup added Database statement to my config.xml - but port is set to 0 (<Port>0</Port>).
I changed this manually to 3306.
This seem to like bug as on setup screen I have port file empty (so default 3306 should be assumed).
After fixing port, now I have looped country/language screen. Selecting proper country/language resulting in showing country/language screen again. 
So still something is wrong.
