I think you may be confusing link local addresses
(which the kernel does do for both IPv4 and IPv6),
and locally administered addresses, which is
typically provided by your gateway/router (often
RFC1918 for IPv4, and can be ULA for IPv6)
since it needs to be coordinated across all your
residential networks.
