ULAs were never gauranteed to be unique,
or registered, but SIXXS encouraged
users to use their site to generate a (more
likely) unique ULA and to list them to
reduce the probability of a collision even
further.

It should be noted that SIXXS is closing
their doors later this year, and has stated
that their web site with move to read-only
archive mode.  At the time of their notice,
it was unclear if their ULA listing service
will continue after that point, but given how
easy it is to get IPv6 GUA from most RIRs
these days, it likely has limited value.
