[mythtv] Open DVB card only when needed not working in master

Confirmed this with lsof of my mythbackend:

mythbacke 18600 root   63u      CHR             212,21       0t0   20825 /dev/dvb/adapter5/frontend0

These are all the cards I have and they seem to
disregard the ON_DEMAND setting completely.
