You missed step 5 in the wiki.  Be patient.  [Be very patient.]

I will note that there are many patches in trac that have been
waiting in the queue for review, some for quite some time (I
think are some from a number of years ago).  I have no doubt
they will be eventually reviewed and triaged.  Paraphrasing
Orson Welles: "No patch until its time".

Historically patches are reviewed by people who have standing
in that particular code base.  For things like SD/DD that means
someone in the US who uses/can test it.  By observation that
group has recently been less active ("life happens").  I refer
you back to the "be patient" step.

There is, of course, nothing to prevent you from running
your own build with your patch to resolve your particular
issue.
