I started looking into the problem and yes, the problem occurs when 
tuning fails.  In the case I traced down, TVRec::TuningSignalCheck() 
calls scanner->StopActiveScan() and it never starts again.  It may be 
possible to replicate by simply disconnecting the antenna at some point 
after EIT scanning has started.

I will apply the patch tonight and start testing to see if it works, and 
may try disconnecting the antenna to try to replicate the problem before 
and after the patch.
