The scheduler is extremely database intensive, and other operations that 
depend on the database (pretty much everything) can stall while the 
scheduler is running.  Could this be a simple case of insufficient 
CPU/disk performance?

What CPU do you have running your database?  What kind of disk is it 
on?  Were you running other intensive IO operations on that disk at the 
same time?  Are you going into swap at all?
