Not sure if someone has already pointed this out, but you can use the
"all" element instead of "sequence" to specify a list of child elements
without the ordering constraint.

Log:

Start to add restrictions and validation to the XML Schema. One nasty
side effect of this is that order of elements in widget declarations
must be enforced by use of the 'sequence' tag, this seems to be a
significant limitation of XML Schema and I can't see any way around it
but I'd welcome input from any gurus on the subject.
