A/57B defines the semantics for how the individual programs are
labeled. It ensures that each program gets a unique identifier which
can be used inside of PSIP to do associations across things like the
EIT table, the RRT, etc.
A/57B doesn't really say anything other providing a uniform
representation for the internal program identifers. And it has no
actual bearing on indicating when a program starts or ends.
It's the same sort of thing that says you should always name the
filenames for your MP3 collection with the format
"ARTIST-ALBUM-SONG.mp3".
If you want to see how the identifiers are actually used, you would be
well advised to read A/63c instead.
