just for the record: I'm seeing the same thing.

I had been running 20216 w/ patches from Ticket 5882 to get DVB-S2. One DVB-S2 Card pointed at Astra 19.2E. Only source of program data is EIT, worked as  expected.

After resolution of 5882, I updated to trunk, 21451 (on 23.8). removed & recreated channels, cards and cardinputs. removed all dtv-multiplex entries. did a full scan. Guide data is available up to 30.8.2009, i.e 7 days from the update; usually I get exactly these 7 days of guide data from eit.

* dtv_multiplex is not filled completely:

just one multiplex has network id and sistandard set (the one manually entered for full scan).

I'll try updating to current trunk and rerunning scan  with the mentioned logging settings; also tried manually updateing the dtv_multiplex table with content from before the update and see if that changes eit behaviour.
