I think it is a bug in (the Qt 3 win32) qmake.
I'm looking into it (your Trac ticket #4949),
but to save time, patching the Makefile
(either in 0-21-fixes, or maybe as
  part of running win32-packager.pl)
might be faster.

Qt 4's qmake doesn't have that problem,
but has a different one on win32,
which will also require patching qmake.
Sigh.
