Having seen a similar point raised concerning the weathercom data, could
someone enlighten me on who the 'we' is that does the scraping? Surely if
I'm running the application *I'm* doing the scraping and *I'm* not
publishing the results - *I'm* using them as if I'd accessed the webpage
with my browser for my own use.

If I were to *publish* the data for others to use, or to incorporate it
into my own website (eg a weather forecast) - which is publishing - then I
can see an issue but I'm really confused by this attitude of not being
able to access published data for my own personal use.
