The only time the software is updated is during release which is  
announced in the users list and on the wiki. If you are looking for  
updates during the development cycle, you need to read every message  
on the dev list and follow along in trac to see what's changing. If  
you aren't going to do that, you shouldn't be using anything other  
than released software.
