Who should be writing a script that works for users in his country
rather than...

MythWeather-revamp uses a /user-specified/ script to grab the weather
data; and, therefore, is much more robust than the broken MythWeather.
The proof-of-concept/exemplar US-centric script is not meant to be used
by all users.

But /only/ if constrained by the archaic one-script-for-all-users
approach in MythWeather. MythWeather-revamp is not constrained by this
approach. IIRC, users in the UK talked about some weather service that
provides data in XML or using BBC RSS or something. And, as far as the
NWS script goes, I'm sure there are similar national weather services
for a lot of countries.

Now why didn't any devs think of that... They must have just made a
conscious decision to ignore the weather.com patches because they like
to hear users complain about MythWeather being broken (and to see those
complaining users not working on MythWeather-revamp).

/me suggests removing MythWeather from SVN to force new development on
-revamp
