Is this OTA or Cable?
Are you using the latest SVN head?
 (A pid encryption monitor was added recently.)
When it says Partial lock what letters is it followed by?

The MythTV channel scan respects the encryption status
of the PMT, and until very recently the tuning respected
the encryption status of the PMT as well. In the latest
SVN the tuning checks to see if the transport streams are
actually encrypted.

If you're using an SVN head younger than a week or so,
I will need the 'mythbackend -v record,channel,siparser'
log from the failed tuning to ascertain what the 
problem is.
