I did some tests on my athlon XP 2000+ (1.67G 1 core :-)
mpeg2 SD playback 2ch -> stereo 27%
mpeg2 SD playback 2ch -> upmixed to 5.1 42%
mpeg2 SD playback 2ch -> upmixed to 5.1 with timestretch 1.05 49%
mpeg2 SD playback 2ch -> upmixed to 5.1 with timestretch 1.2 57%

so yes it takes a bit. but so does timestretch.
it should work for a 1.3G if these scale correctly
