[mythtv] Sleep timer and global notification specification

The second one I've written some code for, the first one I haven't looked
at yet.

Please make any modifications/additions you feel appropriate to the
specifications - I know many of you probably have different
ideas/requirements to myself!  Hopefully by writing these specifications I
can write code without second guessing what other people would want.
