Point taken.  However, it does seem rather counter intuitive to me to have 
0000 as all access and blank as restricted.

Maybe a better solution would be to prompt the user to create a pin if
it is blank?  This would get around people being locked out when
upgrading and allows the user to choose what kind of access they want to
allow.

Also, shouldn't it be a global setting?  The frontend is only ever going
to connect to the master backend (I think) anyway so it could get
confusing if each backend has it's own pin setting.
