It wasn't for me, all recordings, and only on one frontend. I spent way too
much time Sunday narrowing it down, 13654 was fine, 13655 was unwatchable,
everything else was constant. I tried only portions of 13655, eventually
narrowing it down to mpeg.c.

I encourage anyone seeing this problem to try the patch I've attached to the
ticket.
