There is a plugin written by mgood that allows for account management (see
http://trac-hacks.org/wiki/AccountManagerPlugin), this has been written by
one of the developers of trac. Looking at the tickets it seems to be
maintained.

The Account Manager Plugin allows users to create their own accounts,
request/reset forgotten passwords, delete accounts.  ie Account management
stuff ;)
