[mythtv] trac's new ticket pages a little funky?

I just logged a new ticket and noticed a couple of changes:

1) The coding standards link in the new ticket howto leads to a blank page, and
2) There was no place to assign the ticket to the GoToDev (not that I could
find, anyways).

#2 may be intentional, but if it is the ticket howto probably ought to be
updated to.
