I agree that there are many things that could be improved.  Having  
said that, I wrote the
patch because of a real problem with load that a data server in Aus  
was having at the
start of 'popular' times.  I was hoping it might make the 0.20  
release, but it was a
little too close.

If the change in how housekeeping works is going to be a major thing  
and take a while, is there
any chance of putting my patch in 0.20-fixes in the interim?  If that  
doesn't happen then
I might just stick a sleep(random()%1800) at the top of the Aus  
grabber script... but I
consider that a rather ugly solution.
