[mythtv] Dropping php4 support from MythWeb

I upgrade pretty much every time my distro does. It's always been fairly
smooth in the past. Just a couple of commands to start the RPMs going
and then an hour or so to tweak the system config, then a reboot and all
is usually well. Currently running PHP 5.1.6, Mysql 5.0.23 and have both
QT3 and 4 packages installed.

So as far as I'm concerned (which is of zero importance anyway), I
support any use of newer versions :)

I do however appreciate the desire to leave perfectly stable systems
alone.... I just like to keep up to date for other developments :)
