I don't think the fix is safe. US Cable operators often set the
transport id and service id but don't set the netid. Currently we
treat these appropriately as raw MPEG streams, but with this hack
these would be treated as DVB standard streams and would fail to
tune due to the absence of any of the DVB tables.
