I think this kind of thing should be left up to the theme designer.  If
you look in PlaybackBox::showIconHelp(), you'll see we only display an
icon in the popup help dialog if the theme has a space for that icon.

Some theme designers might want one set of icons and others may want
another.  There probably isn't a need to put all icons in all themes,
but leaving it up to the theme designer is easiest and most flexible.
