As mentioned in the reply, many themes do not honor the settings--at 
least not in all places.  Unfortunately, if the theme designer makes the 
theme look good on his/her system, he/she normally stops there.

Always check the dev list for responses, too.  (You can search on the 
ticket number to find replies.)
