If you're the Ben who wrote to me personally about this same problem  
then I'd suspect the config of your serial port. Most likely incoming  
characters are being dropped and that is why cidbcast is failing to  
pick up the name and number.

The reason I say that is I've never gotten my external modem to work  
with cidbcast but my friend's myth machine, which has an internal  
modem, gets the ID info every time. The only difference is internal  
vs external or, more to the point, the serial port in between myth  
and the modem in the external case. I double-checked this by tweaking  
cidbcast to echo all incoming modem data to a file and sure enough  
every second or third character was being dropped.

If you can come up with the right stty incantation it's possible to  
get reliable communication with an external modem, obviously your  
terminal program can do it and so could mine, but I was never able to  
figure out what would work with my port and after a bit of time lost  
interest.
