[mythtv] SoC 2006: Configuration Revamp Information

I think I will have an additional subsection on the top level of the heirarchy
called plugins.  Each plugin will have its own section,  so it will be:

Setup
--General
--Database Settings
----Server
----Logging
--Appearance
----GUI
----Guide
----LCD
--Audio
--Recording
----Recording Profiles
----Scheduling
----Commercial Detection
--Playback
----View Recordings
----Playback
----Captions
--Plugins
----MythRandomPlugin
