[mythtv] Ticket #1049: DVBSignalMonitor needs to be able to monitor NIT/SDT

No, I stopped using them when I bought the SkyStar2 and Genpix. I wish I had
known of your patches when I was debugging my setup a few months back. I
did, however, get a patch from manu to enable DiSEqC 1.3 commands. He said
he had plans to commit that but I don't know if he ever got around to it.
