[mythtv] qam scanning and myth svn not picking up 0x1ffb pid

comcast is sending out an empty CVCT on those stations.  so myth isn't
noticing anything.
is that legal?

if not, how can i get through the crap to someone who would have a vague
idea of what the hell i was saying (e.g. a true support *engineer*)?
