Indeed, and as a result - on analog TV,  channum 4 and higher in the 
netherlands is very dependent on who has done the arranging... Which is 
all to the good, as it means that the lower channel numbers have the 
channels which are most popular with that household. (The lower three 
are most always NED1, 2 and 3.)

Most STB have beside a operator filled list, 1 or more favorite lists 
for people to populate according to their wishes. The operator 
determined list is usually not editable, in order to assist the help desk.
