Stream processing? You mean finding key-frames?
Then yes, all tuners for MythTV require this processing.

They sent me a prototype and it has two independent tuners and
a pretty simple programming interface. It can filter 16 pid ranges,
which it streams to an IP address + port. At the moment it only
supports 8-VSB modulation and tuning to OTA frequencies; but
QAM-64/256 should be supported in the final product.
