[mythtv] Transcode keyframe problem introduced between 7738 and 7936

Sometime between 7738 and 7936, a problem seems to have cropped up in
transcode:

Recording from WinTV BT878 to MPEG4, cut and transcode to MPEG4.  After
transcoding, keyframes do not appear to be set properly.  Watching a
recording still works, but on rewind or skip forward, the image pixellates
and then fills in as it gets a full frame.

Re-running commercial flagging gives a series of:

mplayer exits from the same files with "seek failed" on a ffwd.

Anyone else seeing this?
