And perhaps you missed the point of his replay ;-). There are
two distinctly different things here, the reorg of settings and
changing the top level menus. I don't like the top level menu
organization at all but the setting change may have potential.
You should make a patch for the settings layout only and another
patch for a menu theme if you'd like.

Essentially what you've done is to split the wizards into smaller
wizards with more menu items. This may be a good idea but this
first cut is a little confusing in the wording and ordering. For
instance. System Setting->Appearance and Display is a bit buried.
You may want to move these up a level. I don't think Media and Info
need separate menus when a menu for all other plugin modules might
be more effective. The word "Global" is over used in the menus
where it really doesn't clarify anything. For example "Global
Channel Priorities".
