I see this problem too, after recording with a PVR350 and then 
transcoding. It's always the bottom 16 pixels, which of course makes it 
look worse on Nx240 video than on Nx480 video, and yes the effect is 
visible and exactly the same when I play the mpeg with mplayer. It seems 
delayed, but it's hard to tell, there is a lot of flicker. In the mythtv 
preview, it sometimes can be seen as a green bar at the bottom, but in 
playback it usually is similar to the screenshot.

See attached image for a screenshot of the effect in an interlaced video 
that was recorded at 400x240, then transcoded (automatically).

I've checked what it looks like before and after transcoding, and the 
effect does not exist until the video is transcoded.

It started to do this when I upgraded to latest CVS, somewhere around 
the 24th (give or take a few days). It's still like that what I last 
updated (yesterday).
