[mythtv] automagic config settings (version 9)

This updates the automagic settings.pro patch, I've added "-Os" if the 
cpu or tune parameter is "c3" or "c3-2". I've also changed the xrandr 
detection to check for the presence of the Xrandr.h header and not the 
xrandr executable. Finally, I've added autodetection of ccache and 
distcc so that if you use these manually rather than through simlinks 
the make will use these by default.
