[mythtv] [PATCH] mythweb transcoders support

Attached are mythweb patches to provide support for transcoding
profiles and auto-transcode when scheduling new recordings. It goes
along with this commit:

My PHP-fu is barely white belt, so please give this patch some extra
scrutiny. FWIW, I've been using this patch for about a month and
nothing is wrong as far as I can tell.
