I don't think that's guaranteed to be true, but let's assume it is.
It could be a playback bug.

I watched several minutes of it and never heard an error. Please, feel
free to download the sample file rather than speculating!

No, because those would be picked up as corrupt DVB packets and logged
by the backend, which isn't happening.

Also, the entire transport stream is shipped from the PCI card to the
processor whether I'm recording SDTV or HDTV, and SDTV is working just
fine. (I'm using "budget" type cards so there is no PID filtering in
hardware.)
