I would disagree with this. I find the AC3 track usually sounds 
noticeably better than the MPEG2 one, even if it's only 2 channels 
(which is usually the case here in Australia). Here at least, AC3 should 
pretty much always be preferred over mpeg2. But obviously that's 
probably not always the case (it might be different audio).
