I think in the US NTSC CC2 is mostly used for Spanish
captions. You see it on programs that are broadcast 
worldwide, like the Simpsons. In ATSC there are sometimes
'learning reader' captions on children's programming.
In Canadian NTSC I believe CC2 is sometimes used for
the 'other' language, so English in Montreal, and French
in Toronto. NTSC Teletext never really took off and I
don't know how well we support it anyway.

I wouldn't object to this proposal. And if no one objects,
I'll implement 'T' as a CC toggle when the VBI mode is
"NTSC Captions".
