I'm going to reply to myself again, think the brain must have gone
to sleep. Time to think out loud.

In theory I shouldn't have to check if the program has moved forward
in time since a program moving forward in time will in fact conflict
with the previous program in the list.

Assuming that the EPG is transmitted over and over again this will
be true and I can simplify the sql and hence reduce the load on the
database.
