[mythtv] Idea - MythWeb to search and add video and music files to database

It would be better if this was done in the backend and mythweb or any 
other frontend could merely trigger the backend to perform the scan.  As 
I understand it, that's the direction things are heading, so I'm not 
going to duplicate any effort on that front.
