Nothing to do with Cygwin (I know nothing about that).
But, for what it's worth, the best way to "post to CVS" is to make the
necessary changes you need such that they don't interfere with anything
else (e.g. in #ifdefs as you mentioned), and do a "cvs diff -u
>changes.diff" (where changes.diff is a more relevent name for your
patch!!).
Then post the file to the dev mailing list with the subject "[PATCH] Fix
for build under cygwin" or something relevent.
Someone with CVS commit access will then (hopefully) have a look at your
patch and commit it (if it's coded well enough) or ask you to make some
changes prior to it being included in CVS.
Not done much coding for Myth myself yet, but hopefully some patches
from me will be forthcoming fairly soon!
