After thinking about what you said, I think I see where you are coming
from.

Under your proposal, I would have to sources, one for the analog card,
and another one from the digital card. Each source would have its own
set of channels.

However, this would appear to be a sub-optimal solution, because both
cards have the same set of channels (except 31), and as such both get
the TV guide from the same source.

I don't know if having two sources would mean that XMLTV retrieves the
TV guide twice or not (I hope not), but regardless, it would appear a
lot of data in the database is going to need to be duplicated.

I guess I will need to let this idea sink in a bit more in case I am
premature in criticising it.

(PS. I think the channel ID has to be unique for every channel entry -
I suspect you meant the callsign field).
