I suspect any good TV out chip should have support for this.
Provided the hardware supports the feature it should take little more
than poking one bit to activiate the output.
Of course it relies on the hardware manufacturers being open about the
specs to say which bit needs to be poked.

The advantage of WSS is that it works even if the SCART is daisy chained
through other devices.
The UK Digital TV group even seem to suggest that works when the output
is recorded on a VCR
