[mythtv] Change the framerate for recordings

I'm experiencing a problem with "ghosting" during TV recordings and I thought I
might try reducing the standard recording framerate from 30 FPS down to 24, only
I don't know how.  

I've searched all MythTV mailing list archives and posted this question twice to
the myth-users mailing list, but have gotten no response.  I've also looked in
the good ol' mythconverg database, but nothing obvious about recording framerate
jumped out at me.  I'm not much of a programmer/hacker/coder so I don't posses
the technical skill necessary to examine the source code directly.  Is there a
way take the recording framerate down to 24 FPS?

Relevant info: located in North America (NTSC), MythTV 0.14 compiled from source,
Mandrake Linux 9.1, standard PCI Hauppauge WinTV, Athlon XP 1800/Biostar M7 VIG
Pro, 512 MB DDR RAM, and NVIDIA GeForce 4 MX440 with S-VIDEO TV Out.

Has anyone else experienced any smearing, ghosting or similar effect with
software encoding? It doesn't seem to matter which codec I
use, or what resolution/bitrate I choose, either.  Thanks,
